3.2 Finish. The spoon set shall have a polished finish equivalent to a No.2B or better as defined by the American Iron and Steel Institute handbook, “Finishes for Stainless Steel”.
3.3 Marking. Each spoon shall have its capacity stamped in legible lettering measuring 1/8 inch (3.2 mm) minimum height.
3.4 Workmanship. The spoon set shall be free from sharp edges, slivers, burrs, deep scratches, pits and tool marks. The spoon set shall not be bent, damaged, or distorted. There shall be no defects which impair the durability, appearance, or serviceability of the item.
3.5 Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580, as amended, to the maximum extent practicable.
3.6 Measurement system. The values stated in inch-pound units are to be regarded as the standard. The values stated in parentheses are for informational purposes only.
3.7 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within tolerances specified using conversion tables contained in the latest revision of FED-STD-376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the specification preparing activity for changes to this document.
3.8 Commercial item. The use of the term “commercial item description” in this document does not imply that any item or items offered are not required to conform with all requirements specified herein.
4. QUALITY ASSURANCE PROVISIONS
4.1 Certification. The contractor shall certify that the measuring spoon set meets the salient characteristics and the requirements of this commercial item description, and, except for any government unique requirements specified, conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace, or is the same product that has been successfully been delivered to the government on a previous contract or purchase order. The government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
